Safer Schools Start With Hiring: Background Checks in the Education Sector

Safer Schools Start With Hiring:

Parents trust schools, tuition centres, kindergartens and childcare centres with what matters most to them. That trust starts with who you hire. Background screening for employment is one of the most important safeguards an education provider can put in place.

Why education hiring needs extra care

  • Staff have regular, often unsupervised, contact with children

  • Parents expect providers to take safety seriously

  • A single incident can cause lasting harm to children and permanent damage to a centre's reputation

  • Qualifications matter, because parents pay for qualified teaching

Who should be screened?

Not just teachers. Anyone with access to children should be considered, including:

  • Teachers and tutors, full-time or part-time

  • Teaching assistants and childcare workers

  • Drivers and transport staff

  • Security guards, cleaners and canteen staff

  • Volunteers and interns

Recommended checks for education roles

  1. Identity verification

  2. Education history to confirm teaching qualifications

  3. Criminal prosecution records

  4. Adverse news

  5. Industrial Court records for senior staff

  6. Traffic offences for transport staff

The Sexual Crime Registry System

Malaysia has a Sexual Crime Registry System, set up in 2019 under the Ministry of Women, Family and Community Development and managed by the Social Welfare Department (JKM). The registry is not public. Employers can apply to the Social Welfare Department to check whether a person is listed, by stating the purpose of the request and providing the individual's IC number.

As of 2026, these checks are not mandatory for employers, and parent groups have been calling for compulsory screening. Even so, education providers should consider using the registry as part of their vetting process. Check with JKM for the latest application process.

Build a vetting process parents can trust

  • Screen before staff start, not after

  • Apply the same checks to everyone in similar roles

  • Get written consent and explain the checks

  • Combine record checks with reference checks from previous schools or centres

  • Rescreen or monitor staff regularly, not just at hiring

  • Tell parents that your staff are screened. It is a genuine selling point.

Handling findings with care

When a check involves child safety, the threshold for concern is lower. Any record suggesting risk to children should be taken very seriously. As always, confirm that the record belongs to the candidate before acting.
